General Overview

For the third time, the Pan American Games were hosted on the Caribbean, this time at Santo Domingo, capital of the Dominican Republic, which lasted from August 1-17, 2003. Santo Domingo had to face a lot of problems with the venues construction, much of them were finished at last second, creating a lot of doubts about the organizers. Other problems were mistaken anthems, defectuous scoreboards, among other problems which also caused Brazil to menace the games with a boycott (which didn't happened eventually).  Anyway, the competition was important for 5.196 athletes from 44 countries, which took part on 35 sports.

Por su parte, Argentina sintió en el deporte la crisis económica y política que sufrió en el paso de 2001 para el 2002, con cambio de cuatro presidentes y la desvalorización del peso. En Winnipeg-1999, los argentinos disputaron, medalla a medalla, el cuarto lugar con Brasil, pero en Santo Domingo terminaron séptimos, atrás del Venezuela de Hugo Chávez.
